TVA Dock Permits
Norris Lake, TN — You've just bought your new lake house or property on Norris Lake... now what? Here's the information you need to apply for a boat dock permit on Norris Lake with the Tennessee Valley Authority (TVA).
Congratulations on your new lake property! The TVA Act in 1933 was passed by Congress and requires that TVA approval be required before any construction activities can be carried out.
This includes anything that affects navigation, flood control or public lands along TVA Lakes shoreline and the Tennessee River or its tributaries. As always, applying does not guarantee approval. Be aware, site specific conditions can impact the review and approval of your boat dock permit.
How to Apply for a Dock Permit on Norris Lake (TVA Section 26a)
- Confirm Your Property Is Eligible
TVA requires that you be a riparian owner—your property must touch the reservoir or you must have a recorded easement/HOA authorization granting shoreline access. Use TVA’s interactive zone map to confirm eligibility.
- Prepare Required Documentation
A complete Section 26a application includes:
- Project description — what you plan to build, modify, or remove
- Scaled plan/drawing — dimensions, location, elevation relative to full pool
- Site photographs — showing shoreline and proposed dock location
- Location map — subdivision plat, TVA land map, or USGS topo map
- Any additional permits — county building permit, TDEC water-quality permit, or U.S. Army Corps consultation if applicable
Accurate drawings matter—TVA can limit dock size based on site conditions.
- Submit Your Application Online
All dock permits and transfers are now handled through the TVA Public Land Information Center (PLIC). Paper applications are no longer accepted. You’ll create an account, upload your documents, and pay the applicable fee.
- Pay the Required Fees
- New dock permit: $500
- Permit transfer (if buying a home with an existing dock): $250 If you miss the 60‑day transfer window after closing, the old permit lapses and you must apply as a new permit.
- TVA Review Timeline
Most standard residential dock permits are processed in 4–8 weeks. You can track your permit status in real time through the online portal.
⚠️ Important Rules & Considerations
- Applying does not guarantee approval — site-specific conditions (navigation channels, nearby docks, slope, rock, vegetation) can affect approval.
- TVA regulates everything below the 1,010' contour line (full pool). All docks sit on TVA land, even if your deed covers the upland.
- You may need additional approvals from your county, HOA, or TDEC depending on your project.
- Building without a permit can result in fines, removal, and mandatory reconstruction.
